How an IPv4 address block is priced:
Every IPv4 transfer is priced in USD and is done so per IP.
For example a /16 for USD$30 per iP would be USD$30 x 65,536 = Total USD$1,966,080
Note about the IPv4 market:
The IPv4 market is as close as you get to a pure reflection of demand and supply as you can get in today’s climate where many markets have government intervention and regulations, the IPv4 market is driven only by demand and supply.
During the covid pandemic 2020-23, demand for IPv4 went very high, some IPv4 blocks being sold for over USD$60 per IP while organisations were expanding their networks to provide for huge increases in consumer demand. Whereas now the market has receded due to organisations rolling back their spending and trying to stretch the IPv4 that they have already.
Factors that can affect the elasticity of the price of IPv4:

Speed of required sale - motivated Buyer or Seller

Size of the range - usually smaller IPv4 blocks go for a higher price per IP, however this all comes down to demand, if the Buyer really wants a particular sized block then they will often have to pay more per IP to get the block size they want

Current market events - world events like international trade ‘wars’ affect the price of IPv4 like they would any market. If Buyers are hesitant to spend capital then the price will go down if Buyers have demand then the price will rise

RIR regulation - if RIRs make it harder to transfer to other RIRs for example then supply will be constrained which will increase the price
